French President Emmanuel Macron stated in his speech to the United Nations General Assembly on Monday (September 22, 2025) that the Israeli regime’s security strategy against Hamas and the Palestinians has failed.
He said: Israel killed all the key Hamas leaders and that is a success, but at the beginning of the war Hamas had about 25,000 fighters.
The Israeli army probably killed half of them, but Hamas managed to recruit the same number.” Macron added: “The fact that there are still the same number of original fighters is the best proof that full-scale war is not the solution.
“This approach has only destroyed Israel’s credibility and has helped to reproduce Hamas instead of weakening it.”
He stressed that a military solution cannot lead to lasting peace and called for an immediate end to the war in Gaza and the advancement of a two-state solution.
These statements come as France, along with several European countries, including Portugal, Belgium, Luxembourg, and Malta, have recently recognized Palestine as an independent state.
