Putin: US failed to convince Ukraine to accept peace plan, Trump sets November 27 deadline
Russian President Vladimir Putin announced on Friday (November 21, 2025) that the United States has not yet succeeded in getting Ukraine to agree to a proposed peace plan to end the war.
He added that Kiev and its European allies continue to live in a “fantasy world of Russia’s strategic defeat.”
Putin stated at a meeting of the Russian National Security Council: “The American plan could form the basis of a final peace agreement, but this text has not been discussed with us in detail. The reason is clear: the US government has not yet been able to satisfy the Ukrainian side; Ukraine is against it.”
He warned that if Kiev rejects the plan, Russian forces will continue to advance on key fronts.
Meanwhile, US President Donald Trump has set another deadline of November 27 (6) for Ukraine to agree to a 28-point peace plan.
The plan includes major concessions to Russia, such as the ceding of parts of Donbas, reducing the size of the Ukrainian army to 600,000 people, and banning membership in NATO, while offering limited security guarantees to Kiev.
“We are now living in one of the most difficult moments in our history,” Ukrainian President Volodymyr Zelensky warned his nation in a televised address.
He added that Ukraine may face a very difficult choice: “either lose its dignity or risk losing a key US partner.”
Referring to the 28 difficult points of the plan, Zelensky said: “Either these points or a very harsh winter and other dangers. The pressure on Ukraine is now at its heaviest.”
Zelensky stressed that Kiev will work with the United States and European partners to achieve real peace, but will never betray Ukraine’s national interests.
These developments come as Russia’s war in Ukraine enters its fourth year and diplomatic pressure on Kiev has increased.
