Security Council approves US resolution to establish international stabilization force in Gaza

On Monday evening (November 17, 2025), the United Nations Security Council approved the draft resolution proposed by the United States with 13 votes in favor, two abstentions by China and Russia, and no country voted against it.

The resolution calls for the deployment of an international stabilization force in the Gaza Strip, the complete disarmament of Hamas, the phased withdrawal of Israeli forces, and the establishment of a mechanism for the interim administration of Gaza.

The text of the resolution also outlines a possible prospect for the formation of an autonomous Palestinian state in the future, with heavy conditions and conditional on “fundamental reforms in the Palestinian Authority.”

“There will be no real reforms in the PA, and Israel will never allow the establishment of a Palestinian state,” Netanyahu’s office said in a statement.

Hamas immediately issued a strongly-worded statement calling the resolution “an imposition of a new occupying force on Gaza and a disregard for the legitimate rights of the Palestinian people,” and stressed that this resolution would not contribute to ending the occupation and establishing a just peace.
