Thomas West, the US special representative for Afghanistan, wrote that he had a conversation with Uzan Ertugrul, the former ambassador of Turkey in Kabul, about Afghanistan, including the need for collective diplomacy and coordinated efforts against the threats of ISIS in Khorasan.
Mr. West said that supporting the human rights of Afghans was another part of his dialogue.
